Although this is not as bad as the $4 billion Bremer mislaid in Iraq, William suggested that some of the "stolen" money may have been "mislaid" and then added in to the amount stolen to account for it. Why didn't Bremer think of that? He could have just said the $4 billion was stolen by some guards.
